What exactly are the effects of this stat on weapons? I noticed I can still equip a weapon that I don't meet the min str req for so I am guessing there is some kind of penalty being applied there.

"Minimum strength" is a misnomer. I should probably find a better term. The true meaning is more like "effortless strength" and it is the strength at which the weight of the weapon does not affect your attack speed.

If you are only a few strength points shy, you will notice that the speed penalty is insignificant (-1 speed per strength point below MinStr). But if you are WAY short, the hit to your speed can be large. Hover the mouse over your "speed" score on the character page for a breakdown of how the value is calculated and it will show a line like "heavy spear (too weak) -12" or something, indicating your speed is reduced by -12 because of the gap between your strength and the weapon minimum.

The benefits of a heavy weapon (more damage and durability generally, at the very least) often outweigh a small speed hit and many of the characters in my clan use weapons for which they don't meet the "minimum" strength.

Yes but watch out if you start building up fatigue or get weakened by monsters, then your speed penality can drop really fast and maybe get you negative. Negative speed means possible no action taken by that character that round. Greater negative speed greater chance they just sit there.
