What differnce between ring of speed and haste? Why get a ring to mod stats if they don't apply when you level up?

Ring of speed increases weapon speed (the top part of the speed calculation) and ring of haste acts just like the haste spells by giving you an extra level of speed skill (the lower part of the speec calculation). Which is better depends on how your character is set up.

The rings of charisma and intelligence were included simply for completeness. They do not affect anything at this point, perhaps in the future there will be a use for them.

If +int rings helped with leveling, you would just wear your regular ring on adventures and switch to a +int ring for leveling. In that case, why even have the ring at all? Why not just give everyone +1 int when leveling (or +2 at level 5, +3 at level 8, etc). It would just be a strange and contrived requirement that everyone must spend X gold before leveling essentially. Definately not.

I will probably add a ring of learning at some point, which will give some miniscule chances of gaining a skill point at random points during adventures (for instance, at each well found). That way, the ring must be worn continually to give the advantage.

Same thing on charisma rings. If you could just put them on to form bigger parties, then swap them out for your "regular" rings once underway, its just another one-time expense that all characters would be required to spend. Since essentially all capable players would have the +charisma and +int rings, I would have to compensate by changing the party size rules and skill-points-per-level rules to maintain the party sizes and skill points at this level, which I have deliberately chosen. I really dont like the idea of arbitrarily making the game harder until each character spends whatever amount of money to bring them back in line with desired averages, nor do I like the idea of giving everyone who knows to spend the money a permanent boost to skill points gained or party sizes.

Someday there will be interactive encounters where charisma scores will matter, at which point charisma rings might make sense for party leaders for example. There may also be events where intelligence checks are required to avoid traps or answer riddles at which point intelligence rings will serve a purpose. I could take them off the market and they would exist only as treasure items exactly like a silver or gold ring you might run across and sell, but I like the completeness of including them with the other attribute rings.
